Default 1995 VR4 Turbo boost probs - need NJ performance shop

I just bought a 1995 VR4 with only 26K miles that a previous owner had modified. Relevant changes to my problem are a Blitz Dual SBC Spec-R Boost Controller, Turbonetics Raptor Blowoff Valves and some new vaccuum lines. With the boost controller off, I am only getting ~6PSI max instead of the stock ~12PSI for some reason. I need a performance shop, hopefully within 50 miles of Cental New Jersey, who can help diagnose the problem. I also need guidance on how the boost controller should be setup to safely increase HP without damaging the engine.

Full Disclosure: I love driving the VR4 (this is my third) but I don't actually do much work on it.
