cleaners dont do much at all and if you buy a cheapie brand you may even end up doing more damage. Most likely all you need to do is replace the fuel filter and maybe get the injectors cleaned. If you can afford to have the car out a few days take em out yourself its easy and itl cost you $150
Well, the filter is easily accessable, and the injectors take like 30 mins to pull out. Unbolt fuel pressure regulator on cam gear side, unbolt rail from other side, take out the 3 top bolts holding the rail in, then pull the rail out. make sure you don't lose your little spacers because they can be a bitch to get back from your engine bay.
Ive already replaced the fuel filter. I was experiencing the lag at 3000 r.p.m.'s and i was driving it the other day on 95 and it woudl barely run at liek 1500 r.p.m's and after like 2 min i had full power past 3000, so it cleaned out whatever was in there. The the next day it lagged againa and a few minutes later i had full power again. So it obviously needs to be cleaned out.
The only other 2 things that I could say is that your MAF has gone bad or your fuel pressure regulator may be going out. I had a friend with a '99 gsx with the same problem. It simply would NOT rev past 2500 rpm. Although, his car was pretty modified (including a T4 turbo) we found that his MAF was bad so we got an upgraded one. That's pretty much all I got.
