When I am driving down the road and I push the clutch in, the engine idles at 1700-2000rpm untill the speedo hits 10 mph then the revs drop to normal, around 700rpm. Is this normal?

No not at all. Not that im being a dick... but are you POSITIVE about this? Like no matter how much you hold the clutch there?

Did you have a clutch replacement recently? Do you have trouble shifting?

I'm 100% sure.it will even act this way on a hoist. The clutch was replaced but it is definetly releasing all the way.
