When started,it goes to 3k for a few seconds then drops to 1,300 - 1,700 cycling.
It has 209k miles and belongs to a friend who wants to fix and sell it for about 800 dollars.

I replaced the intake manifold gasket because the 94 Galant similar thread had a bad one. I sprayed WD-40 around every possible vacuum leak place I could get to and no change to the condition.

I'm thinking maybe IAC or other related problem in/around the TB.

Any help will be appreciated.
