Default G32B 1600 N/A engine

Hi guys..

I have this G32B 1600cc N/A in my LA Lancer 1978. Recently, the rocker arm broke..when I open up the top cylinder head cover, I notice that the intake rocker arm is strange... Besides the intake valve, it has another one looks like a valve too but slightly smaller...

I tried to get a used cylinder head, but all of them is in bad condition... furhermore, it has a different type of rocker arm..without the smaller valve... my mechanics just put a screw on that smaller valve seat to prevent the oil from seeping into the comb. chamber... of course now my car still can move since the broken part does not affect the intake valve...all 4 intake valve is still functional..

1. My question is... what is that smaller valve or pin doing there...
2. Why is that my cylinder head is different?
