Default Catalytic Converter Replacement?

I've got some friends with a ~4 year old Lancer apparently the check engine light went on, they took it in, and now they are told they have to replace the catalytic converter. Anybody got any experience with this? Idea of a ballpark cost? Is this the sort of thing that "do-it-yourselfers" can do?

doesnt anyone do a search around here?
theres a recall on it. If its under 100k miles, it'll be replaced for free.
