Default 2000 Montero Sport 3.0 High Idle

Hello all, I am having trouble with the idle of my Montero Sport. Originally when cold it would stall and hesitate but once warmed up it would run fine except the idle would be about 1500. I cleaned the TB thinking that would fix it, and it fixed half., It now starts perfect and no longer stalls or hesitates, but the idle has now jumped up to 1600-1800. If you turn on the AC the RPM will drop to 1100 ish, and once in gear down to 750-800. Turn off AC and put in park and it jumps right back up to the High rpms. The only DTC is 0400 the EGR exhaust gas re circulation. Other than that she runs fine. Any assistance here would be great.

Try pulling the idle air control valve and give it a good cleaning if you haven't already, then if that didn't fix anything, start looking for vacuum leaks, and if you have a scan tool that can read live data, check the throttle position sensor, it should read 0% when no throttle is applied. Just a few to start with.
