Default 95 Montero SR manifold leak

I've pretty much ran out of options as far as how to go about in fixing an upper intake plenum leak, the leak is coming from the butterfly valve linkage from the front of the plenum.

I need it to pass Nevada emission testing for the last time(next year it'll be exempt). and I'm not sure if eliminating the butterfly valve altogether would have an adverse effect on drivability or emission. Or if it's even an option.

Unless I find a 94-95 3.5 DOHC upper plenum that doesn't leak, what are my other options?

Ive heard of people removing the butterfly valves all together and jus blocking off the hole for the linkage. Some say that it gives u alil more bottom end some say theres no difference. when it comes to emissions im not sure if that would make a difference im thinking not but im not 100%

Axzle- I've tried some stuff like hylomar, and more recently some 2 part epoxy, and it would dry and harden and start leaking afterwards.

shownuff80-That's what I was thinking, eliminate the butterfly valve assembly and plug it, but yeah, afraid that it'd affect emission. Cuz I would thing without it it's going to get a bunch more air velocity all the time and in turn would more fuel too, but then again, it going to be all metered air though. So yeah, I dunno, lol

since you mentioned those things, im picking its the knead-it/jb weld stuff you need. Alternately, get a friend with a tig welder.
Not hylomar or epoxy. Those are glues.
