Default fluctuating rpm

I have been trying to figure out an issue for a while and have nowhere left to turn. I have an 95 SR with 3.5. When im driveing around 40 mph (1750 rpm) it will drop to 1250 rpm for less than a second then right back up. I have looked for vacuum leaks and cleaned iacv. I did remove upper intake butterfly valves and blocked it off. Any suggestions. I doesn't seem to hurt anything its just very irritating.
