can anyone tell me what the specs are when torquing the wheels as soon after rotating the wheels?

Yes, the manual does state this. 100ft lbs is typically a safe and standard number. Most shops won't put a tire back on under 100ft lbs for accountability depending on the size of the lug bolts. Hell, most shops will hand torque all of the wheels and then hit just a single nut with an impact to ensure the wheel never falls off.
Up to you, but I've never had any issues with 100ft lbs. This difference between 80 and 100 is barely a nudge. Anyway..
