Can these be added to a 2022 Outlander ?

I have dashcam with GPS, works fine. I guess 360° option will work too :-)

If you think to use it as a surveillance/security cam when car is locked and parked, then it may consume too much milliamps and your battery will be drained over the weekend or at least battery will be undercharged all the time if you drive short distances. A good cam shall not pull more than 100mA. A better option is security system with motion detector, and mobile link. I use Concox GT06N Multifunctional Vehicle GPS Tracker which I bought some years ago for only $30. Consumes only 20-30mA and has internal battery which can last for a week. Sends text/sms if car is vibrated or main battery is disconnected. If car is stolen, then you can ring and listen what thiefs are talking about :-) It can disconnect fuel line, has geo-fence functionality etc. Texting "position#" and it will return coordinates and link to google maps.
It has no motion detector but one can hook it up via relay. Requires ACC signal to be connected (so it knows when to [de]activate alarm).
