Bluetooth does not call

I am trying to set up the OEM bluetooth in my 2007. I managed to pair my phone. The handsfree system can receive incoming calls. But when I tried to call/dial out, it did not work. When I tried to dial by voice, it added a zero in front and started dialing. I did not want to go through the operator, so I canceled it. Then when I tried to dial by punching in from the MMCS console, it said dialing but no dial tone on the car bluetooth or phone and then timed out. On the console, it showed the bluetooth and phone signal bars OK.
The phone is a Nokia 5800. It worked on my old car. Is there something I have to set on the car side to allow calling?
Thank you.

On my 2011 Outlander, all I had to do was to pair the ohone to the car and make sure that the phone is set to bluetooth.
One time I did have to turn off the phone, pull battery and then repower the phone.
Has worked great since then
