Default code p1751

hello everyone i am new here so hopefully im posting in right spot! Alright so we have a 2003 outlander here at the shop.came in not running,had new timing belt put on,than cyl miss fixed that. than had to check for inspection founf that reverse lights werent coming on.so thought bulbs were bad.not the case,than we thought fuses and relays,but there all good.so we next tried the neutral switch that didnt fix it.so we replaced the ecu.that still dosent fix it. ran scan tool found out code p1751 a/t control relay fault. tried activating the solenoids wouldnt let me.just kept sating retry or exit.so does anybody know what the cause could be? also in fail-safe mode in 3rd gear and neutral light flashes.Thank you! Did you actually replace the relay? everything I find online says once replace should work fine. If you did replace it and it blew again then I would think somewhere it may be grounding out.

well we have been switching relays around in the fuse box,because there all the same.But still dosent work.we did jump i think its 3 and 4 and lights came on and worked,but the nutrel light still flashed and was still in third gear sport mode.

from the a/t cirut wiring diagram. 4 and 3 have power. 2 and 1 have 0 power.
