to legaly fit hid they must be auto leavling and must be fitted with headlamp washer/jets thats why they cost so much from the dealer

In US, only NEW (dont know date)cars coming with oem hid systems must be auto leaveling. Washer/jets are not law, for the US models did not come with this feature. Also in US, no hid system is legal unless it is DOT approved. Which most retrofit ones are not DOT approved.

States like California that have strict traffic laws are the places you will have trouble.

I just bought an 07' XLS with luxury, sun&sound, & nav. It has the HID headlights, but the foglights are actually daytime running lights. There is no ring to turn on the fog lights (like my 04 Lancer Ralliart had). They are for looks, just DRL's only.... But the HID headlights work awesome.
