How to have the fog lights always working???

No its not illegal. It is illegal to have more than four lights on at a time. For example, lows (2), highs (2) and fogs (2). That would be 6 lights. Thats why in MANY vehicles when you flash your brights, the fogs turn off.
If it was illegal than makers would not allow you to have them on at all with the other lights...
