I found that where you primarily drive makes a huge difference. In Cleveland I was averaging 22-24 mpg and never saw above 26mpg on the display on long drives.
Im in Hickory, NC and I regularly see 28-29 on the display on the drive to Charlotte. Im still seeing lower on the tank something like 25mpg because Hickory itself is hilly and I run a lot of short drives.
Put air in the tires it makes a huge difference being inflated properly, dont go by the tire warning light.

So i am at 9000 miles right now. I usually get about 25-26mpg when i first got the carand now it only settles to 23.1-24mpg.
Is this MPG already broke in and settled permanantly?
My tire pressure is at 33psi cold. Should I put precisley at 32 or 33 and higher?

Its winter have you been warming up your car? If so that idle time is using up gas. I also noticed it plays a big part on where you buy your gas too. If you go to the cheapest place you get bad gas mileage. I only use shell because it has given me the best gas mileage so far. Sounds weird but I tried it out 3 times using other places gas compared to shell, driving the same style and places.

Warming up the car makes a difference, but simply colder air will also reduce the fuel economie. The air density is higher so for the same volume of air you get moreO2 into the cylinder.I think that newer cars, with EFI and variable valves timing,are better at dealing with the variation as the cars20 years ago, but it's still impacts the MPG.

I am getting 20 mpg in city driving, and 24 mpg on the highway. My 07 Outie AWD has 8k on the odo.
I run it in 2WD mode whenever traction is not a concern - don't know how much this actually impacts fuel economy.
