Default Paddle shifters

So, on to my next project. I was looking at the paddle shifters from japanparts.com. Anyone have any info on these? I am curious if they are just the paddles or a kit to add the paddles to an Outie that does not already have them. Any help is greatly appreciated!

According to the service manual, you have to take the whole steering wheel off in order to put them on.
There is a spare 3 pin connector for the paddle shifters on the steering column, which essentially just creates a circuit between the middle pin and the left/right depending on which paddle you pull.
