Really hard steering

Default Really hard steering

I've got a 2003 Outie with 73K on it. Lately the steering in the stopped position or at really low speeds is really hard. I have to put a lot of muscle into it. As the rpms and speed increase the steering is normal. I have no idea where to start on this problem. The power steering fluid level has been checked and is normal. Any suggestions on how to correct this would be welcome.

The power steering pump belt is loose?
Any unusual whistling or squeaking?

The belt checks out fine. Tension is good. There does seem to be a whining sound that comes from that area but that noise is all the time. No unique noises appear when I'm turning.

can you jack the front wheels off the ground and see if it remains hard to steer with the front wheels off the ground?

I did this test. With both front wheels off the ground there is normal resistance to the steering.
