Yes sir that answers my question...thanx! After looking at one that is actually called a 4" Rise I knew it wasn't the same as what you had.
How thick is the base of your receiver?
I'm guessing it's 3/4" so when you flip ityouhave a 4-3/4" rise.

I am running the Curt hitch, and went with a DrawTite ball mount. It is 8-1/8" long from center of pin hole to center of ball hole and has 2-3/4" rise or 4" drop from the top of the hitch's receiver tube. As you can see, you cant get much closer on clearance than that with the tail gate down! I guess I may have to get a longer receiver length (11-1/4") like Roaches to ensure that I clear the tailgate with a 4"drop or 2-3/4" rise. I have a 5-1/4" drop hitch that would make it a 3-3/4" rise. I have a feeling it may be too high to keep the trailer level though.
