I think its only programming, i know because of laws in the US this function is not available because of safty reason. In VW cars you can enable it only changing configuration the same as clossing the door locks.
I dont think you have to reflash

I've never heard of this law, but my 350Z will open the windows by holding down the remote unlock. I can also close the windows, but I have to use the key in the lock. I have tried both of these methods and the one described in the original post and none have worked on my Outlander.

Safety, shouldn't be too much of an issue, as the Outlander is fitted with anti trap windows.

No law about this. Every German car sold in the US now has this feature, along with most Japanese cars.

Almost all cars have available closing windows with key lock.
The problem is that according to the safty laws you remote control should only work when you have clear view to your car to avoid injuring some one with the window.
Almost all remote control dont work this way that why its not available in the US.

Tried it on mine and it works! A bit useless for me tho since my windows are always up anyway but a cool feature indeed.
