Rotor Defect
I have been hearing a horrid sounds since December when I brake I had my dealer look at it twice and the last time was in January. They said they couldn't see anything wrong in the brake area or the wheels. I had the recall issue with the wheel's fixed last November. Today I took it in again because the sounds has been getting louder and now they found that my rotors need resurfacing. They are not offering NEW rotors nor are they offering a rental car while it is worked on. Anyone else have issues with their rotors? My car only has 15,000 miles on it.
I'm disappointed with mine that's for sure. But no issues like yours. I'm also around your mileage.
The vents on the top edge of the rotors and the black painted hub flange are really rusted after only a year. Looks really ugly behind my nice shiny wheels, but it's only cosmetic they still stop and don't squeal.
Machining a rotor is common service usually done during a full break job because a rotor is slightly out of round or has a wobble. You will know because you will feel the wobble in the steering wheel. This way you don't have to buy a new rotor.
Rotors are also machined if there are groves in them from the pads - I guess usually from foreign objects (small rocks, rust pieces) that get stuck between the pad and the rotor and cause a groove during braking. Not sure if that grove would cause squealing. I would assume the pads should also be resurfaced (sandpaper scraped smooth) if there are groves and the rotor is machined otherwise when the pads reseat in the rotors you'll have the same issue again.
Ask them why they think resurfacing the rotors is going to solve the problem.
Here is a link on break squeal - most of it is about drums which you don't have (except parking brake) but probably applies about the same to discs. A good one to look for is a bent heat shield. Which would be coming from only one wheel, not all 4.

And of course wikipedia talks about disc breaks too - I've linked into the brake squeal section:
