timing belt question

Default timing belt question

Hi,i posted earlier about vibrations while acceleration after a timing belt replacement,i have been researching,could it be that the car is out of time(i don't know that much about cars,cause the car is smooth at idle) the oil pump out of time? the exhaust flange is busted,and if is out of time how can i put in time,i heard about sticking a screw driver to lock the balancer or set it at 12 o clock and see if it turns counterclockwise,sighs,i don't know
