Okay, I am going to try and give you a non bias opinion, so I am not going to give my opinion, I am going to tell you what is in EVERY single automotive magazine.
Car&Driver as well as Road&Track all say exactly this.
EVO: The better handling of the two. Great throttle response and top end grunt. Although they did say the interior could be better... but seriously who gives a fuggg?
STi: Lacking low end power and throttle response. Major understeer. Better interior than the EVO.
As well as the things they don't tell you, the STi has a horizontally opposed engine like Porsches. Now this is all gravy except that the 4G63 in the EVO is much stronger. The same can be said for the transmission. It's not just me that says these things, I have heard of countless STi owners that wish they bought an EVO... and many do.

Current realistic choices are a MK3/4 or an AUDI B5/6 A4 1.8TQ,(if there is a clean EVO when i buy my car, i'll take it =]) trying to figure out which one would be better.

Yeah, I've looked into some forums and review (spent like an hour looking @ both lol) and it basically came down to interior and slightly better performance, but from what I've read, EVO ftw.
I would also get an AUDI if I could, more reasonable starting car for me and I've seen some SEXY CLEAN A4 1.8TQ's. I'm hoping I can find a pretty cheap one for around 15k and have some money to do maitenence.

or you can always find a gsx, that would be a great turbocar to start with. They are cheap and you will have plenty of money left over from your budget to do whatever you like to it.
