Default BOV problem.

Yes I have 95 RS and running a Turboxs Type H-RFL BOV. For some reason it is releasing rapidly (like a compression surge). I have put washers in and taken washers out. No matter how many washers I have in it, it does the same thing. There is no nut to adjust the spring. I can only unscrew the top where the spring comes out. Does my IC pipping have to be a certain way? Or does it not matter what side of the cooler runs to the intake and turbo? Just wondering if the air flow is messed up. Here is what it sounds like.
