Default Scanner not detecting OBD2 port on 97 Eclipes Rs

Hey all I am new to the Mitsu world and picked up a 97 eclipse Rs for $650 back in july. It runs perfectly, every thing works. The reason I am posting on here is the Check engine light is on, I go to plug my OBD2 scanner into it and it will not connect as if it were not pluged in at all. I can't read the code or erase it at all! I verified the connection on the port and it was snug, also I hooked the scanner up to my camaro and it lit right up no problem, So that narrows the issue to the port.It seems to me that its not getting any power to the plug. Anyone have any Ideas? Blown fuse?

Check the ecu connectors. If the wires were pulled taunt for some reason the may have pulled the pins away from the ecu, hence not allowing the connection to be made. The easiest fix for it is to pull the ecu connectors, push the wire into the harness then hot glue the back of the connector to keep the pins from moving when you reinstall the harness.

Any Idea which fuse in particular? under hood or under dash? I checked the under dash ones and they all seemed to light up.
