BOV won't go off when i rev engine

I have a greddy rs bov and when I rev the engine it won't go off. I tried adjusting it hard or soft but still won't go off. When I shift everything is good and it goes off but not when I am in neutral and rev the engine. It's recirculated and I think thats why. I just want to be sure. Any help is appreciated

You need to have a load on the engine to build boost. As long as it sounds normal when you shift, then it is working.
Also, it may be opening, you just can't hear it because it is recirculated.
