CV Drive Axle question

Default CV Drive Axle question
Can someone tell me what the rubber part with 2 metal clamps in the center of the front CV axle is for? I need to replace my right front axle due to severely damaged threads. I've seen them both ways.

It sounds like the CV cover. If you do replace it don't get the split one...It will not pass inspection just so ya know.
