RE: EMISSIONS GONE!
i was an emissions inspector in PA, where they are VERY strict...the biggest thing that i can think about based on PA laws are, with the emissions check, you obviously have to have a CAT, and you are not permitted to "significantly alter your exhaust setup. an example (this doesnt apply so much to most of the cars here)...but say you have a V8 car, as i do. under the PA emissions laws, I am not permitted to make a true dual exhaust setup..."because they said so". i still have one, and i have to find ways around the emissions testing, but my car, with the setup that i once had actually runs cleaner than my winter beater truck, which has a CAT.
emissions laws werent made to help the environment...they were made to help line the gov'ts pockets more
bottom line, removing the CAT will be your biggest gain, especially on a turbo car...i already have it cut out on my turbo car, but i live in a non-emissions state now.

RE: EMISSIONS GONE!
dont start buying parts just becase the laws are gone, get them becuase you want them. I dont know about other states but in cali just about anything will fail visual inspection, and that includes bovs, any exhaust mods before and including the cat, and intalke pipes/filters, a font mount, bigger turbo etc. Theres no way to pass unless you replace everything back to stock. the only thing you can argue is a cat back exhaust because the law clearly states that they are emissions legal, but just may not be sound legal.
