Default Heat shield

Is the rusted heat shield necessary? I wanted to check/ clean my turbo, but I broke one of the mounting bolts clean off. the other two seem to be just as frozen. I've tried penetrating oil for about a week now and get nothing. Can I just remove it and forget about it, or does the heat actually build up that much?

I like the look of the wrapped manifold, but I'll wait until I upgrade my turbo to an Evo III. I've heard that some have issues with the heat affecting their hood.
