Pulling up helps if there's no tension on the hood by those two rubber stops. If they are all the way down or removed completely, the hood will just sit there until it is pushed/pulled up.
I've lowered mine too low already and had to have someone pull the lever while I pulled the hood up enough to move the extension over.
You can't pull up too far either or the hook...literally...will still catch a part of the loop.
