Default Should I buy it?

I know this question gets asked a lot but I really like this carand wonder if it's a good buy. Paint, body, interior in good condition, the only issue I noticed was when accelerating it seemed like after a certain speed you couldn't go any faster. Owner said they had theturbo checked and mechanic said it was good. I'm wondering if it is just a programming issue with the ecu. It was a teen car and I'm wondering (if it's possible) that the mom had someone make it so he couldn't speed much. Any and all help would be greatly appreciated.This is the list of stats and mods:90k miles, $6900EVO 3 16G Turbo, After Market equipment includes all software & manuals, Greddy E-management, Ultimate ECU, Greddy Boost Controller, Greddy Turbo Rimer, Greddy 24R Front Mount Intercooler, Apexi blowout valve, Apexi 3" Catback Exhaust, Apexi cold air intake,New brakes, New tires

could be a fuel problem. if he has a stock fuel pump and stock injectors then thats ur answer. with the 16g u will experiense fuel cut. if u dont have a bigger fuel pump

He is prob running to much boost and hence causeing knock and timing to be pulled back which will make the car feel as if it falls on its face.
