also i got my TB back on today and when it sits in one spot for a little it goes down to like 900rpm which is alot better t hen not moving at all from 1400rpm. now when i drive down the street and back it stays around 1200 to 1300rpm until i let it sit for a min to work its way back down. would it have to do anything with my egr?

sounds like the TB is just sticking a bit. It happens in my car all the time. try spraying alittle WD-40 on the spring on the TB

should my tps resistence fluxuate when closed? when i open the tb it alwasy goes to about 4.60 to 4.61. but hwne its fully closed it goes from 1.09 all the way to .89. somtiems its like 1.02 and then i open and close it and then its like .93?. is that normal or not?
Two questions, is this with the car running and I'm assuming that you mean voltage not ohms?

no i mean ohms, chekc vfaq under intake and tps adjustment. no wthis is with the car off. and my check engine likgth came on again. i think i got ripped off on a iac motor. im going to get the code checked today and i think its my iac again. it was just never fixed in the first place
