Idling makes Thermostat not open

Idling makes Thermostat not open
However, when engage to drive mode and drive, the thermostat open so the coolant system flows.
What seems to be the problem? Thermostat? Weird, because if it is, why does it work only in driving mode?
If the car is idling, water meter goes pass 3/4 range.
