Fuse Blowing

Fuse Blowing
I have a 1989 Mitsubishi Montero Tudor (little hard top jeep) 4 cylinder. There is a 3 fuse block located just outside the battery box under the hood. There's a 60, 100 and a 30 amp fuse there. The 30 is blowing. I know it at least supplies the starter and ignition. I have measured the current on the 2 white wires at the 30 amp fuse. It's 12 volts and about 16 amps at idle. At about 2000 rpm's it reads 46 amps.
I've got a 100 amp fuse in the 30 socket in order to test it. Variable current drain ? I don't get it, alternator trouble ? Has anyone else had this trouble. Wires get hot (2 white) and 30 amp fuse blows as rpm picks up from idle ?
Thanks,
Robert Thompson
