You can read more about this here. I've tried it to my 3KGT with success and i've heard the same applies to the Turbo Eclipse.

BCS = Boost Control Selenoid

Still need help? If you followed the link, it explains what and where the restrictor is and why it helps to remove it. What more do you need? On a side note- i checked a friends 96 GST boost control solenoid and he didn't have a restrictor at all.
