How To Aim High And Low Beams On 2003 Diamante?

I've can't adjust the headlights on my 2003 Diamante. The only direction I can move is the low bean up or down. There is a mechanism on the back of the hi-beam housing that consists of a large gear mated to a very small gear and on the plastic surrounding it, there are arrows for L & R. But turning the gears doesn't move anything. There has to be some way to adjust BOTH the high and low beams, right????? The light assembly is one piece which contains separate bulbs and reflectors for the low and high beams and appears from looking into the front of the assembly that they should move independently of one another. What bulbs do you suggest for the best performance? THANKS!!!!
