1998 Galant power steering issue

So I slipped on some snow, when I recovered I had no servo power.
Servo pump disassembled, new packing everywhere. Followed the oil lines all around, no leak. Wheel and gears are fine. turns ok when on lift, both sides.
When it turns servo fluid "overboils" like there is air in the system. Tried using sealer and turn the wheel for 15 min while on lift. Still bubbles over when I turn hard over. But no noise from pump. Usually the pump would "complain" when it is turned all the way over. No apparently leak either, holds the fluid well and pump runs.
I am assuming its the rack? but hoping its not since its a pain in the *** to remove.
Any tips here? anyone had a similar thing happen? Anything I can check/do to verify ? any way to verify that the servo pump is getting oil through all the way etc?
