flashing high beams

flashing high beams
My 01 galant es randomly flashes its high beams. Seems to happen most when its cold outside. They just start flashing and it lasts for a couple minutes then stops. Does it when the car is running or not.
I can hear the clicking in the front ecu in the fuse box like its a relay opening and closing.
Help!
