Sounds: I put in the key, then switch it to the lights and the lights turn on as well as the AC and everything dealing with the display. Then I turn it over to start and it makes a loud whirling sound then goes to the basic starting sound but it doesnt start, it just loops

Problem: Everything seems to work but the car won't turn over. I was riding it into my neighborhood and came to a stop sign. Then the car just shut off, the gas was low and after we put some gas in it it didn't run. We placed a new battery in it to see if it was anything to do with the power because I left the lights on a few days ago and it wouldn't start till the next day. Do I need to check the alternator, or the timing belt in the engine? (or potentially something else?)
