Default heat/fan

i live in minnesota. its really cold out right now so i notice it more. but when i have my heat on full blast at a stop light and my car is idling, it blows cold air in my car. and when i accelerate it gets hot again. i was wondering if there was something wrong with my fan or something else to check. it happens when it's warmer out too. thanks

I live in Northern Canada and my Outlander, amongst other 2007-2008 fleet vehicles I drive, all do this. I find they idle too low - 900rpm in park, 500-600rpm in drive. Example - I left my Outlander warming up for 45 minutes this morning in -25C. I got in, it was luke warm. Drive around the block for 5 minutes without stopping and then its fine. Really frustrating. I've been hearing people complain about this since the 90's as automakers try to reduce emissions. Personally, I would rather drive our old 93 Explorer that warms up to suffocation levels within 10 minutes(and this beast even has a belt driven cooling fan that is always on!)

If you find some sort of solution, please let me know as well. I'm not even going to goto the dealer on this as I already know the answer they'll give.
