Default Heater question

Just bought my daughter a 2003 Lancer with about 103,000 miles on it. Long story short the heater does not work. It blows out coool to luke warm air at best. Both of the radiator hoses are hot when the engine gets up to operating temp. The car does not over heat, temp gauge is in the middle.

Was wondering could this be a thermostat problem or is more serious and involves the heater box etc? I have read some posts on here about the heater box and that is out of my realm of knowledge and time. If it is the box ballpark figure of how much it might be to ge the heater working.

Thanks in advance for any help, advice, and guidance....
