Default horn /steering wheel problems

i have a 2003 lancerand the horn wont turn off. the only thing that i can do to shut it off is disconnect the battery or take the fuse out. i took it to one mechanic and they told me that the ground cable is touching the fuses on the fuse box and that is why the horn is always on. In all of this the fuse did not burn. I took it to where i bought it and they told me that it was the horn itself, inside the steering wheel and they needed to remove it all w/ the airbag they want to charge me 1,400 dollars... is there anything else that could be the problem or another way to resolve the problems for cheaper?

Wow thats something Sorry that happend my best advice is dont get fix it.You really dont need a horn. But if you want the horn you could get a new wiring to your horn and use it with a seprate switch maybe side your dome light switch if your intrested let me know and ill tell you how you can do that
