Ok I just bought a new EVO 8 it was a 2003 and the dealer sold it for cheap with only 1000 miles on it. I was wondering what I should do to the car first to get some extra power out of it.

You're already bored with 271hp?
The Evo 8 comes beefed up and is already hooked up with quality parts
and should already have enough umphh to keep just about anybody happy.
I guess your next step would be bigger turbos, port and polish, K&N Air Filter, Nitrous,
the sky's the limit. Parts for an Evo 8 are gonna be expensive, but since you could afford to buy one in the first place, that might not be a problem for you.
