2003 montero sport 3.0L po401 EGR
back to the PO401 code. If i disconnect the solenoid valve and apply 12volts from battery , the egr valve opens and the engine dies if idling, at higher rpms does not die. then I check the connector to see how much voltage the computer is sending to the solenoid valve. its 4.6v . If I rev the engine up , it quickly jumps to 10 or 11volts , then back to 4.6v. (in less than half of a second)
That is proper operation. The solenoid is not actually open all the time. It is constantly being switched On/Off. The frequency of On/Off switching regulates how much the EGR is open. The voltage is fluctuating between 0v and 12v. Regular voltmeters can't measure this fast enough, so they average the values. If you were to hook up a scope to the solenoid, you'd see the change in frequency of switching.

I have a Montero xls 2002 and it was throwing two codes at us.
Po161 which pointed to O2 sensor an bank2 sensor2.
also PO401-which points to Exhaust gas re-circulation flow insufficient.
I replaced the ERG valve, from O'reilly autoparts cost about 110.00.
I did not replace the O2 sensor and it seems to have resolved this issue and the idiot check engine light.
