How many hours labor should a mechanic charge to change a fuel filter in a 98 Sport. Could it be anything else that is casuing my vehicle to idle down and cut off when stopped in drive? When it is in park it does not idle down.

 

Check your IAC (Idle air control motor). It tends to get dirty and or fail. If it fails it will no longer control your idle speed. Here is a link to a description on how to troubleshoot it.
