Default Is my Factury Manual Wrong?

1998 Montero Sport XLS 4WD

MB398020 - Anti-lock Brake Relay =====TESTING

Manual says "2) Remove ABS relay. See Fig. 3. Ground ABS relay connector
terminal No. 1. Apply battery voltage to ABS relay connector terminal
No. 2. Check for continuity between ABS relay connector terminals No.
3 and 4. If continuity does not exist, replace ABS relay. If
continuity exists, go to next step."

When unplugged. There is continuity between (1 and 2) and continuity between (3 and 4).

When I do as the manual says and ground pin1 and apply 12V to pin 2, I then have NO continuity between 3 and 4.

I tested mine and thought it was bad so I ordered a used one off of ebay. The used Ebay relay reacts the same way with no continuity between 3 and 4 when a current is applied to pins 1 and 2.

The Ebay seller swears he has several relays and my service manual is wrong.

Can anyone comment or test your MB398020 ???
