Default Rubber piece in the brake reservoir

I have a 2001 montero sport, My brake light is on in the dash. I went looking to see if my brake fluid was low and it wasn't at max, so I took the cap off and there is rubber piece that is attached to the cap that is full of air. When I add brake fluid am I supposed to push that rubber piece back up into the cap? Will adding brake fluid make the dash light go out?

Also my cigarette lighter next to the ashtray works but the one near the emergency brake doesn't work and the one in the back of the cargo area doesn't work, does anyone know why that is?

push that rubber piece back up into the cap and check all your fuses
