Default SRS Light on: Seat-belt the cause?

Hello:

can my drivers side seatbelt be the cause of my SRS light? It is on all the time. My belt does not retract properly, i have to "help" manually...

Mitsu, suggested, I changed my clock-spring, although I measured all wires for continuity.

Resetting the light: IN a Honda Forum, i've read, they can reset the light, following this procedure:

Do we have a comparable procedure for a 1998 Montero Sport 2WD 3.0L?
