Yes, it was a rear reflector--- that's mandatory.
How it differs from US (figuratively & literally) is they do not require side reflectors & side markers (JDM is similar also).
So, there would be a 21W bulb for the rear fogs. My guess on the bulb is W21W (since the Japanese have grown fond of those bulbs lately).
IMO, you might get away without side reflectors (hopefully the popo won't notice), but you need to get a W5/21W bulb in there, and wire up the 5W filament to the existing side marker wiring & 21W filament to the rear fog switch (or front fogs)-- or a LED bulb that lights up all the way around.
so brainstorm how to approach this:

Otherwise, using the OEM assemblies--- get some high output Luxeon LEDS. Drill some holes and epoxy them in. Make the circuit according (there are useful guides on-line)

well im using it in the sense that the reverse lights dont give off enough light when reversing in a pure dark environment (such as in the country).

Since you would like an effective means to supplement the reverse lights, I would recommend something ghetto--- mounting a set of driving lights to the back bumper.
