This is my first post as I just get my 07 XLS 2 weeks ago. Mine was manufactured Jan 07 and I also had this wind noise issue.
I would rather leave it to the dealer to fix it if this is such a widespread issue. Is there a TSB that I can mention to the dealer?

Not an actual TSB but there is a Mits issued advisory on how to fix. Your dealer should have it.

Are you sure you applied foam to both sides, the foam needs to cover most of the inside and apply enough pressure so that the lttle lid doesnt vibrate and cause the noise.

*side note*You will still get the slight buzzing noise that is normalon most larger mirrors.

is it best to just put electrical tape to cover the cap? i tried to put foam around and the lid still moves when i push it in.

Why dont you take it to the dealer and have it done correctly. There is an acutal kit from Mitsu for this.
